BOARD OF COMMISSIONERS MEETING
LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT
LEGEND LAKE LODGE-KESHENA, WISCONSIN
March 26, 2024

Commissioner Tom Ittner called the meeting to order 9am.

Commissioners Present:
Tom Ittner-Zoom, Tom Moutvic-Zoom, Robert Clark, Jeremy Johnson, Denise Gilane, Kristin Allen, Greg Malmstrom-Zoom

Visitors:
Steve Schuh- Lake Manager, Sgt. Justin Hoffman, Deputy Jamie Dins, Steve Savage-Zoom

Approval of the Agenda:

Motion by Tom Ittner to move #11 Boat Patrol Enforcement to #3 on the Agenda. Robert Clark seconded. Motion carried

Boat Patol Enforcement:

Deputy Dins went over her report of the enforcement on the lake for a 5 year period. She also went over the tickets that were issued. Sgt. Hoffman talked about the people that were hired and a proposed payment process. There was a discussion about the amount the Lake District is going to contribute to the boat patrol fund and how it would be awarded to the deputies and wardens. There was a discussion about the possibility of having a Tribal officer go out on the boat with the deputies. Maniyan, Conservation Director Chief Warden is going to be invited to the next meeting. Deputy Dins is going to get more information and they will discuss at the next meeting. Robert Clark pointed out they have to put enough money up to make it an incentive for them to patrol. The Board thanked Sgt. Hoffman and Deputy Dins for coming and looking for them at the next meeting.

Public Input:

Greg Malmstrom said his questions were answered.

Approval of Previous Meeting Minutes:

Motion by Denise Gilane to approve the February 26, 2024 minutes. Second by Kristin Allen. No discussion. Jeremy Johnson abstained. Motion carried.

Correspondence:

None

Cash Balance Report:

Tom Moutvic went over the cash balances & checking account.

Approval of Disbursements:

Tom Moutvic went over the disbursements. Jeremy Johnson questioned the second charge to the LLPOA. Tom Ittner said the second charge was to get caught up on the 50% portion of the website. Gregg Malmston made a motion to approve the report & disbursements. Robert Clark seconded. Motion carried.

Chairman’s Report:

Tom Ittner said the Lake conference is coming up in April.

Lake Manager:

Steve Schuh reported they were going to start putting the docks and buoys in, but with the snowstorm they are going to postpone this. Tom Ittner questioned what happened to the dam road. Steve said that they had a new snowplow driver and he got off too much off the road and put a gouge in the dirt. The County came back the next day and repaired it. There was no damage to the blacktop.

Jeremy Johnson said since the lake has opened up he has put in the welded plates and envelopes in the post, but they are not cleaned and painted yet.

Dam Inspector:

Tom Ittner said that he talked to Lisa Wilson, she said there is no problems and there is some water going over the spillway.

Lake Maintenance:

no report

Adopt-A-Shore:

no report

Responsible Boating Committee:

Kristin said that they are going to meet in April.

Communications:

Kristin Allen said that she and Karen Bowan Dillenburg have not met to work on the Lake Faire. The next website meeting is April 4th. The website is coming together, and they are working well with the LLPOA. Tom Ittner said they are phasing out the first programmer and getting a newer one at a cheaper rate. The LLPOA is talking about changing the LLPOA logo.

Sanitary:

Jeremy Johnson said with the road limits on, they are not sending out any cards yet. Tom Ittner asked if they need to pay for any enhancements. Jeremy said no, only one half of the annual fee for the software which the District currently pays. Jeremy will bill that later.

Law Enforcement:

Denise Gilane said they have two interviews for deputies coming up.

Fish:

Tom Ittner is going to give Ryan Wehse a call to discuss the walleyes and the musky stocking for this year.

Legal:

Nothing to report

Auxiliary Approved Meeting Reports:

Jeremy Johnson said the first cost share of shoreline restoration and protection. He has another one potential on LaMotte Lake.

Personnel:

Tom Ittner said the personnel committee needs to meet.

Old Business:

2024 Lake Management Plan:

Jeremy Johnson said both permits have been issued for herbicide treatment for the three spots. They are waiting for LaMotte Lake is finalized to bring to the Tribe process in the next month. It should be at the Tribe next week. Kristin Allen said they should do a better job at letting people know when it is going to be treated.

Dam 3 Repairs:

Robert Clark said Robert E Lee with Ryan Wehse took elevation measurements at Sand Lake and Legend Lake to compare to each other. He explained what was done to create Legend Lake. He feels that it was done at the last minute, that is why it is not on any of the drawings. They need to measure the outflow of the toe drain system to determine the flow into Moshawquit Lake. Tom Ittner said they looked everywhere to find out about the pipe and valve. The next step is to figure out the best way to plug the pipe. Tom Ittner and Bob Clark are going to meet with Ryan and Arron on this.

Lake Faire:

Kristin Allen said that she will be meeting with Karen Bowman Dillenburg in April or May.

New Business:

The Board discussed and set the next meeting on Tuesday, April 16, 2024, at 9:00 am.
