BOARD OF COMMISSIONERS MEETING
LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT

January 22, 2025

Commissioner Tom Ittner called the meeting to order 9am.

Commissioners Present:
Tom Ittner, Kristin Allen, Denise Gilane, Gregg Malmstrom, and Robert Clark via zoom

Commissioners Excused:
Jeremy Johnson and Tom Moutvic

Visitors:

Approval of the Agenda:

Kristin Allen made a motion to approval of the agenda. Denise Gilane seconded. Motion carried.

Public Input:

No public input.

Approval of Previous Meeting Minutes:

Motion by Gregg Malmstrom to approve December 17, 2024, meeting minutes as presented. Second by Kristin Allen. Motion carried with one abstention.

Correspondence:

No correspondence

Cash Balance Report:

om Ittner went over the cash balances & checking disbursement reports

Approval of Disbursements:

Tom Ittner went over the disbursements The Board discussed how the trapper contract is paid out and damage caused by muskrats. Tom Ittner passed the map around where the muskrats were trapped. Denise Gilane made a motion to approve the disbursements. Gregg Malmstrom seconded. Motion carried.

Chairman’s Report:

Tom Ittner said the lake conference is coming up and Steve Schuh, Tom Ittner and Jeremy Johnson are going. They need to register by the end of January to get the discount. Tom said they got the grant checks for the Clean Boats Clean Water program which were the final reimbursement check for CBCW 2024 Grant ($9,000.00) and the initial payment for CBCW 2025 Grant ($3000.00).

Lake Manager:

No report.

Dam Inspector:

Tom Ittner said that Lisa has reported that everything is fine.

Lake Maintenance:

No report.

Adopt-A-Shore:

No report.

Responsible Boating Committee:

Kristin Allen said the committee is working with Jeremy Johnson and Maniyan Pyawasay on updating the Town Ordinance 47 and rescinding Ordinance 13. They are working on updating the handout given out in the office. The committee brochures do not need to be updated. Kristin feels that there is no good way to get information out to the members and suggested a monthly newsletter to email out. She talked about making a Legend Lake District Facebook page. The Board discussed ways to get information out. Kristin is going to put something out on Facebook about doing the survey. The Board discussed information about damage caused by boat wakes. They are hoping to get the native and non-native boating safety class together. Maniyan is going to try and get permission to use the lot next door for boater safety class. Also discussed supplying lunch during water day. The Responsible Boating Committee is going to make some videos involving a number of people from the Boater’s Safety Class.

Communications:

Kristin Allen said she has to get together with Tom Ittner to work on the website. Tom Ittner asked if anyone knew Tim Roberts. Greg Malmstrom said any correspondence from him should be sent to the Property Owners Association (POA). There is currently a restraining order against him to not correspond with the POA. The Board discussed the Smoke Signals and communications. Kristin brought up the walk the lake event for 2/22/2025.

Fish:

Tom Ittner said he is seeing a lot of fish pictures on Facebook. One was a nice sized walleye in excess of 25 inches.

Legal:

Personnel:

Tom Ittner said Ernie’s recovery is going well per Steve Schuh.

Old Business:

2025 Lake Management Plan:

Tom Ittner said Andy Hudack is going to meet with the Tribe and get back with the Lake District. Andy told Tom Ittner and Jeremy Johnson to go ahead with the permitting process. Tom Ittner and Eddie from Ontera is going to be meeting with the Tribe on February 10th. Tom read some of the questions the Tribe had. The Board’s opinion was to treat even if the Tribe does not approve.

Tom Ittner said that Jeremy Johnson has been working on the restoration of horseshoe island with Wisconsin DNR. Jeremy Johnson has the okay to go with their plan. Tom Ittner made a motion to send the DNR a $5000 check to establish a Legend Lake habitat account within the DNR for the purpose of supplies and installing brush bundles and fish sticks at Horseshoe Island for erosion control. Kristin Allen seconded. Motion carried.

New Business:

Lake Fair:

Kristin Allen said she is going to be working on this during her recovery. She is going to reach out to Kit and will get a plan of action going. They already talked to Lisa Wilson about joining the craft fair with the lake fair. The lake fair is on August 16th.

Other Information:

Tom Ittner said he was going to put something in the family book for Wayne Towne at Mickelson’s Funeral Home from the Lake District because he had played a significant role setting up the Lake District for Legend Lake. They are not having a funeral for Wayne, but they are going to have a memorial at a later date. Kristin said they should give a plant for the memorial and donate to an organization in his name. She also suggested a building area in Waynes’ name at the Lake Fair. She also suggested a brick for the flag project. They are going to discuss it at the next meeting.
