BOARD OF COMMISSIONERS MEETING
LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT
LEGEND LAKE LODGE-KESHENA, WISCONSIN
April 29, 2025

Commissioner Tom Ittner called the meeting to order 9am.

Commissioners Present:
Tom Ittner, Kristin Allen, Eva Johnson, Jeremy Johnson, and Robert Clark

Commissioners Excused:
Tom Moutvic and Krista

Visitors:
Gregg Malmstrom and Steve Schuh

Approval of the Agenda:

Jeremy Johnson made a motion to approve the agenda. Seconded by Robert Clark. Motion carried

Public Input:

Nothing to Report

Approval of Previous Meeting Minutes:

Tom Ittner explained that the recorder stopped during the meeting so he and Kristin had to recreate the minutes the best they could. Jeremy Johnson made a motion to table the minutes so that he had time to review them. Kristin Allen seconded. Motion carried.

Correspondence:

Robert Lloyd off from Spring Glen requested the buoy moved out further. Tom Ittner asked Steve Schuh to move the buoy out 40 feet further to try it.

Tom Ittner said that there have been complaints from people about Gowey going faster than slow no wake. Kristin read the letter she sent to service companies. Jeremy Johnson is going to talk to him.

Tom Ittner said there was someone on facebook talking about getting another card for pumping this year when he had it pumped last year. Gregg Malmstrom said he had told him to contact Jeremy Johnson.

Cash Balance Report:

Tom Ittner went over the cash balances. Jeremy Johnson confirmed they got the other tax installment that was late. Tom verified that we received it.

Approval of Disbursements:

Tom Ittner went over the disbursements. Robert Clark made a motion to approve the disbursements as presented. Kristin Allen seconded. Motion carried with one abstention.

Chairman’s Report:

No report

Lake Manager:

Steve Schuh said, they put the pontoon and buoys in the lake. They have not had time to go out and readjust them yet. He is changing all the cables to 10 feet because that is the maximum depth of all the channels. They have 6 paddleboats and 1 canoe floating adrift and they are planning on picking them up tomorrow. The two big docks are in. Steve told the Board what Ernie and Dan are doing and what he was going to have Greta do. The transport is going into the lake next week.

Dam Inspector:

Tom Ittner said, per Lisa Wilson, everything is doing fine. A couple beavers were having fun in the spillway. Kristin Allen questioned why they have someone outside of the Lake District inspect the dams. Tom Ittner said Lisa Wilson is an employee of the Lake District, and she does the piezometer readings required by the DNR and the necessary paperwork.

Lake Maintenance:

Steve Schuh asked if a tree falls into the water from someone’s land, who is responsible for that tree. Jeremy Johnson said if it is impeding navigation. It is Lake District’s responsibility to clear it up. If the property owner cuts it down, it would be the responsibility of the property owner. If it falls and is not blocking navigation, they should leave it alone. The Board discussed what is impeding navigation.

Adopt-A-Shore:

Responsible Boating Committee:

Sue Thoma did put a out on Facebook. They are going to meet with Maniyan about including Tribal members in the boater safety class. They want to make a video of the adult who took the class last year. They are putting together the questions to put out on the community page. Eva Johnson asked if they have a flyer for the boater safety class because she gets a lot of traffic where she works. Kristin Allen is going to create a flyer to post.

Communications:

No report.

Sanitary:

Jeremy Johnson said the first batch of cards went out right after the weight limits were lifted. He is getting calls about lots that does not have a septic system, or they never use it, why do they need to have it pumped. State law requires it be inspected every three years and Jeremy can extend it another two years.

Law Enforcement:

No Report

Fish:

Tom Ittner said they are on board with the walleye stocking for this year. They are calling to find out what strain of musky we can put in. Kristin Allen said she heard reports that the Tribe is spearing the heck out of the walleyes. Tom said he talked with Ryan on this and they are not supposed to be spearing the heck out of them. Ryan had told Tom Ittner he was going to talk to Maniyan about it. Gregg Malmstrom said that unless the Tribe regulates it, it is unenforceable. The Board discussed having Conservation monitor the number of fish speared.

Auxiliary Approved Meeting Reports:

Personnel:

Steve Shuh said that they could use more people for Clean Boats Clean Water. They will need people for next year. Tom said, Steve should continue to put notice in the Smoke Signals.

Old Business:

2025 Lake Management Plan:

Jeremy Johnson said that they are still a go with the treatment unless they hear something different from the DNR. There was a petition to have a hearing on the treatment. Jeremy Johnson has been putting facts together in response to the petition. The Board discussed the petition and the issues. The next step is the pre-treatment survey.

Lake Fair:

Kristin Allen showed everyone the flyer she is going to send out and asked for the Boards approval. Ryan Wese is going to attend and so is All Season. We are not going to be able to get to the petting zoo this year. We are not going to do a raffle this year. There was a discussion about charging a fee to the venders which would be refunded when they come to the event. They are working with the Transit Center to get a shuttle from the War Bonnet to the Fair and back.

Town Ordinance #47 Re-Write Updates:

Jeremy Johnson said the public safety committee took the ordinance rewrite to the Board. The Board sent it back for answers to some questions. When the ordinance is approved the Sheriff will be able to issue tickets, enforcing the ordinance. Kristin Allen asked Jeremy why ordinance 47 is not on the website. Jeremy and Robert Clark, both said it is on the website, it is just hard to find. When the new ordinance 47 gets passed, he is going to post it on the ordinance tab or on news and events tab. Kristin requested replacing the boating law in the office with her new boating law list because the one in the office is incorrect.

New Business:

Purchase New 420 Model Harvester:

Tom Ittner suggesting that they start the process to replace the small harvester. Tom went over his plan to spread it over a few years. They are going to check to see if they can get a waterway grant first. Will review this again at the next Board meeting.

Other Information:

Jeremy Johnson told the Board about how the DNR was putting trees on horseshoe island and how he and Alex were putting Christmas trees and brush cuttings. The DNR just went out and anchored the trees to the shoreline. Steve Schuh said that it now looks protected. Jeremy Johnson is going to put a post about it on FaceBook.
