Commissioner Tom Ittner called the meeting to order
Commissioners Present:
Tom Ittner, Kristin Allen, Robert Clark, Tom Moutvic, Jeremy Johnson, Gregg Malmstrom, Denise Gilane
Visitors:
Steve Savage, Karen Bowman-Dillenburg and Arland Dillenburg
Approval of the Agenda:
Robert Clark made a motion to approve the agenda as presented. Kristin Allen seconded. Motion carried
Public Input:
Steve Savage came to discuss the Curly Pond leaf findings while he Kayaked. Tom & Jeremy will discuss with Onterra. They discussed the survey maps for possible treatment.
Karen Bowman-Dillenburg shared about LLPOA participation with the Lake Faire. She will work with Kristin on events. War Bonnet will donate a $50 gift card for the winner of the scavenger hunt/trivia contest. New website is taking a little longer than planned. LLPRD will be included once we get to that point. LLPRD will need the dollar amount for the 2024 budget to include the website update.
Approval of Previous Meeting Minutes:
March & April minutes were emailed, and hard copies handed out this morning. May 2023 not completed yet.
Motion by Jeremy Johnson to approve the March 28th & April 24th, 2023, minutes. Second by Tom Moutvic. Motion carried.
We need to update the flyer for Ordinance #47 that is being handed out.

Cash Balance Report:
Tom Moutvic went over the cash balances as of June 23, 2023.
Approval of Disbursements:
Tom Moutvic went over the disbursements. Co-Vantage is the LLPRD credit card invoice. Bob Clark made a motion to approve both reports. Kristin Allen seconded. Motion carried.
Chairman’s Report:
Tom Ittner reported that the Certified Dam Inspections will take place on Tuesday, July 11, 2023, at 9:
30 am meeting at dam #3. Discussion about the four wheelers running on the upslope of dam #3. Guard rail, snow fence, cable or large rocks could be options. Will discuss at the July meeting again. We need to protect the integrity of the dam. Jeremy will check with the Highway department and what they would recommend. Tom Ittner has four upcoming meetings with Menominee County Emergency Management to plan an functional event including hazmat team including Shawano County.
Lake Manager:
Arland reported that he found signs for the top of the buoys. He solved Clean Boats employee situation temporary, should maybe just hire a new employee. Small harvester fuel line will be repaired next week. Large harvester is up & running. A new owner on the Spotted Fawn channel is impeding on the navigational waterway. Jeremy Johnson will review the situation. Arland removed a tree from the Running Bear launch.
Dam Inspector:
Already covered.
Lake Maintenance:
No report.
Adopt-A-Shore:
Tom Moutvic got some help to clean up the shores. Letters went out to the volunteers to assist with additional shoreline clean up.
Responsible Safe Boating:
Kristin Allen reported that they did there filming it was incredible. Filmed from 8 to 5:
30 pm, hopefully the first video will be available by the 4th of July. It was cool the whole process. Discussion for next year about adding more money to the 2024 budget. LLPRD will be buying slow no wake flags for homes in channels or on docks, is an option. Thirty-four kids attended the 2023 Boating Safety class. You learn better in a class, then online. They need more shoreline/space for water day, for next year. We need to promote to all the lakes within the County.
Communications:
They will post the Annual Meeting & Lake Faire dates. The boat launch repair will also be included.
Sanitary:
All notices have been sent this year. Hosting & maintenance fee is split between County & LLPRD, Jeremy will check to see the increase for 2024. Second notices have also been sent.
Law Enforcement:
Denise reported that Public Safety had two applicants for the one Deputy Sheriff position. The second applicant will be offered a boat patrol position.
Fish:
The ponds are up & running with the Walleye fry. Still working with the Tribe on the feed stock. We contribute $3,000 to that project. Still waiting for the muskies.
Legal:
Nothing to report
Auxiliary Approved Meeting Reports:
Nothing to report.
Personnel:
Arland reported that we are okay right now.
Old Business:
Lake Management Plan:
Jeremy reported that he is waiting on the data from Onterra. This treatment was a little short on posting to the property owners. It was because of the short notice and being holiday weekend & weather. Next year the Commissioners might have to get out there & post for application.
Boat Launch Repair:
Bob Clark reported that they are set for July 5 & 6th. It has been based on Cecil Excavating schedule. Bob will pick up ¾ re-bar and get it bent. Someone will need to go get the harness from Gillett. Highway department will repair the concrete on the launch. We will have three launches to work on that day.
Lake District & POA Coordination & Communication:
Been discussed-remove from Agenda going forward
Other Information:
Lake Fair ( 8/19/23) update, Kristin asked if we need to have live entertainment? Which would bring in more people. MCTA could have a table with a donation box. Social Committee will be looking into a State license for holding 50/50 raffles. Tent is lined up; petting zoo is all set. War Bonnet will be asked about serving food.
New Business:
Budget Planning:Tom Ittner handed out a rough draft of the 2024 budget work sheet. The cash carry over will help lower the yearly per lot assessment. Tom asked for all the Committees to get him their numbers, so they can implement for the next meeting to approve the budget and send to the printer for the Annual Meeting. The State asks for a zero budget. Everyone has homework to complete. LLPRD has no outstanding debt.
Annual Meeting Planning:
Tom handed out the agenda and the documents that need to be approved & updated. All documents will need to be sent to the printer. We will accept nominations from the floor for the commissioner positions. We have two positions to be filled. Annual Meeting is August 12, 2023. It has to be post marked by July 28th.
One large rummage sale for all the lakes could be held and proceeds go the MCTA. Discussion for being held at the PRD shed on Long Lake. Final decision was no.
Next meeting is Monday, July 17, 2023, at 9:00 am.
