May 22, 2023

Commissioner Tom Ittner called the meeting to order

Commissioners Present:
Tom Ittner, Kristin Allen, Robert Clark, Tom Moutvic, Gregg Malmstrom, Denise Gilane, Jeremy Johnson.

Visitors:
Shelley Williams and Arland Dillenburg

Tom Ittner passed out to the new Commissioners – Gregg & Denise. A Guide for Wisconsin Lake Organizations for Lake Associations & Lake Districts produced by the UW-Extension, UW-Stevens Point with the Wisconsin Lakes Partnership. Easy read explains their role & objectives.

Approval of the Agenda:
Tom Moutvic made a motion to approve the agenda as presented. Bob Clark seconded. Motion carried

Public Input:
Shelley Williams/Emergency Management, informed everyone about a Dam exercise this year which will include a hazmat event. Combination of Menominee & Shawano County exercise. Commissioners should be present. It will be a functional exercise with emergency responders.

Approval of Previous Meeting Minutes:
No minutes from March or April 2023. Thomas is out. Hopefully the office staff will get caught up with the minutes.

Correspondence:
Nothing to report.

Cash Balance Report:
Tom Moutvic went over the cash balances as of May 22, 2023.

Approval of Disbursements:
Tom Moutvic went over the disbursements. Bob Clark made a motion to approve both reports. Kristin Allen seconded. Motion carried.

Chairman’s Report:
Tom Ittner signed the letters of engagement for Ericson to do the audit. He does a very thorough job. Annual meeting is coming up in August. We will review the agenda & budget at the next meeting. Bob Clark & Kristin Allen are up for election. Boater’s Safety is coming up, Sue Thoma is running the class. Bob Clark described the water day for students. Class is full every year.

Lake Manager:
Buoys are in, transporter & harvester in. Little Harvester is still under repair. Flow meter is out of cement outlet pipe at Dam #3. Clean Boats & Clean Water is fully staffed.

Dam Inspector:
Water is up 4 – 5 inches above normal. Dam’s are in very good condition

Lake Maintenance:
No report.

Adopt-A-Shore:
Tom Moutvic is sending out his annual letter to clean up the shoreline.

No summer help this year from Tribal Conservation.

Responsible Safe Boating:
Kristin Allen reported that they have a meeting this afternoon. They are filming a video on June 1st. The wake boats were a concern and we wanted to promote better boating practices. They are little video snippets. Hoping other lakes will pick up our video and pay a user fee. Common sense is very important.

Communications:
Responsibility Boating committee has an intern; she will be taking on our posts all summer to keep everything current. Kristin would like to be present for this year’s annual dam inspections.

Sanitary:
All notices that are due this year were sent in the mail. The new software system is up & running, the County is using the new software to send out which septic systems need to be pumped annually inspection notices. Everything updated online by septic companies and monitored by County. Hosting & maintenance fee is split between County & LLPRD.

Law Enforcement:
Denise Gilane sits on the Public Safety Committee, reported that the Sheriff’s office has no applicants for Boat Patrol this summer. Law Enforcement is short handed throughout the whole State. WI DNR Warden can only enforce State Statues not Town Ordinances. Government no longer has the jet ski lease program for law enforcement. Wages are a big concern within the County for the Sheriff Deputies. Lake District will talk with Sheriff Smith about supplementing wages for boat patrol.

Fish:
LLPRD can only stock Great Lake Spotted Strain of Muskies per the DNR. The DNR uses the Wild Rose Fish Hatchery to allocate Muskies to various Lakes within Wisconsin. LLPRD is on the list for 2023. LLPRD contributed with the Walleye feed for the raising of the Walleyes again this year.

Legal:
Nothing to report

Auxiliary Approved Meeting Reports:
Land Conservation met, nothing to report. A lot of cost share monies are available in 2023 for shoreline work. Jeremy has found a technician to start in his department.

Personnel:
No concern.

Old Business:

Lake Management Plan:
Jeremy reported that Onterra is going out tomorrow to do their CLP surveys. The final approval from the Tribe came on May 4, 2023 for the herbicide treatment of 46.6 acres of EWM. DNR issued a permit conditional upon the Tribe giving LLPRD a permit. Gregg Malmstrom was asking where is there a statute, treaty or requirement that requires Tribal approval for the DNR permit to be effective. Surface water permits are required by the Tribe. LLPRD has an attorney that could give an opinion on the surface water permit. Gregg said, LLPRD should look into this sometime.

Boat Launch Repair:
Bob Clark called for when the cement panels will be delivered. Gillett concrete said, the middle of next week. Power loading is the main culprit at the boat launches. Jeremy shared how the launch fee & collection process is handled. Clean Boat Clean Water employees should be checking for boat launch fee stickers or receipts on trailers/vehicles. Highway department will help with the concrete repair. They will not fix concrete until the launch is complete.

Lake District & POA Coordination & Communication:
Communication between the two boards. Share resources, etc…

Other Information:

Lake Fair (8/19/23) update, the tent has been reserved. Petting zoo is confirmed. The War Bonnet will be asked about food for the Lake Fair, they reopen on July 1st. No sturgeon will be put in the tank on shore this year due to the sensitive nature being outside of their normal habitat.

Bob Clark told Steve Schuh to go buy a used snow blower for the large shed. To keep the snow and ice from forming a snow/ice ridge next to the doors.
