Commissioner Tom Ittner called the meeting to order
Commissioners Present:
Jeremy Johnson, Kristin Allen, Robert Clark, Tom Moutvic and Tom Ittner on Zoom
Visitors:
Shelley Williams and Arland Dillenburg
Approval of the Agenda:
Kristin Allen made a motion to approve the agenda as presented. Jeremy Johnson seconded. Motion carried
Public Input:
Shelley Williams is still the EM until June. The County is still looking for a full time EM director. Shelley talked to the Wisconsin Emergency Management (WEM) and they will be able to get a table top done this year. Shelley will work with Tom Ittner to setup the tabletop exercise for the Commissioners involving a dam breach. Everyone agrees that an event needs to be done.
Jeremy Johnson has a Tech – AIS coordinator position open, apply on County website.
College degree is not needed. But a year of experience is required.
Tom Moutvic asked if the Tribe is having the summer intern students? Jeremy Johnson will inquire.
Approval of Previous Meeting Minutes:
March not completed. Kristin Allen made a motion to the February 27, 2023 minutes to exclude the five items as changes and then approved. Bob Clark seconded. Motion carried. Jeremy Johnson abstained.
Correspondence:
Nothing to report.
Cash Balance Report:
Tom Moutvic went over the cash balances as of April 21, 2023.
Approval of Disbursements:
Tom Moutvic went over the disbursements. Jeremy Johnson made a motion to approve both reports. Bob Clark seconded. Motion carried.
Chairman’s Report:
Tom Ittner shared the Lake conference was great with lots of good subject matter. Next year’s conference is April 10-12, 2024.
Lake Manager:
Arland Dillenburg said the buoys are going in today. Arland will discuss the beaver situation at Dam #3 with the new State Dam inspector. The dam engineer will review the outlet pipe & the sleeve. They will be coming this year. Arland looking into hiring a couple of extra people for clean boats clean water for backup. Correct posting must be done and an application needs to be submitted. Also, an article should be sent to the Smoke Signals for volunteers.
Dam Inspector:
Water is up 7 inches, and the spillway box was two thirds full. No debris in the box. Dock section floating in the dam #3 corner on the Legend Lake side.
Lake Maintenance:
No report.
Adopt-A-Shore:
Tom Moutvic concentrating on non-developed lots this summer. Also, will ask for volunteers in spring letter to Adopt a Shore volunteers if they would like to help with extra clean up in those areas. It has really worked, and everyone is having trouble finding debris or trash.
Responsible Safe Boating:
Kristin Allen reported that the intern has been given adm. privileges to our Facebook page. The committee is meeting this week to put together ideas for the video. Hoping other lakes with take advantage of this specific video. A flyer is going into the LLPOA mailing and noting the Town Ordinance #47 along with the clothing for sale at the Lodge. An article for the Smoke Signals should also be done.
Jeremy Johnson will review the input for Ordinance #47.
Communications:
Kristin Allen would like to be present when the new launches are being installed to take a video. It should be happening in June per Bob Clark. Shelley Williams discussed the progress of the LLPOA web page. We would prefer to do a joint effort, and partnership with LLPRD. We are expecting a proposal from our web designer.
Sanitary:
Jeremy Johnson reported that the first batch of letters is getting ready for mailing. They will send them out but not until the weight limits are off.
Law Enforcement:
Nothing to report, except the we have two new County Board appointees to our Board. Gregg Malstrom and Denise Gilane which we hope will be able to report back about law enforcement feedback.
Fish:
No update on the Muskie & Walleye feed stock.
Legal:
Nothing to report
Auxiliary Approved Meeting Reports:
Nothing to report
Personnel:
LLPRD will post for Clean Boats Clean Water employees
Old Business:
Lake Management Plan:
Jeremy Johnson reported that things are going forward with Onterra and they will do the residual testing analysis also. The Tribal permit process was approved at the ERP meeting to be forwarded to Tribal Legislation. The last step is Tribal Legislature approval on May 4th. All is well & going forward.
Boat Launch Repair:
Bob Clark reported that a silk fence cannot be put up in four feet of water. We are pushing the install into June. Wait until after Memorial Day weekend and boats are put in the water. Town needs to fix the approach of the launch at the Lodge. Jeremy will talk to the Highway department.
Lake District & POA Coordination & Communication:
This was already discussed prior in the meeting. Nothing else to discuss.
Other Information:
Lake Fair update, the tent has been reserved. Primal Eats will be asked to set up and sell food. Suggestion to have vendors set up for everyone to view there products. Petting zoo will be invited again & farmer’s market too. Shelley Williams will work with Kristin to make this a joint effort between LLPOA & LLPRD.
