LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT

Commissioner Tom Ittner called the meeting to order 9am.
Commissioners Present:
Tom Ittner-Zoom, Tom Moutvic, Robert Clark, Jeremy Johnson-excused, Denise Gilane, Kristin Allen, Greg Malmstrom
Visitors:
Steve Schuh- Lake Manager, Sgt. Justin Hoffman, Deputy Jamie Dins, Steve Savage-Zoom
Approval of the Agenda:
Motion by Tom Ittner to move #11 Boat Patrol Enforcement to #3 on the Agenda. Kristen Allen seconded. Motion carried
Public Input:
Tom Ittner asked that they discuss the upcoming Boat Patrol season. Sgt. Hoffman shared that they have one applicant for summer boat patrol, plus the department is going forward with posting for the position. The Union rep just spoke with Sgt. Hoffman and the stipends will work. A point system will be incorporated and added up at the year end and divide it up between who worked. Over $600 will be issued an 1099NEC. A point system template will be brought back from the Union rep. The jet ski money can be used towards the system. Lake District has $9500 budgeted for the boat patrol. We want to continue to cover the balance of monies that the DNR does not pay as we have in the past years. No jet ski’s will be available, plus we do not have the manpower. Could LLPRD buy a good used jet ski? Insurance would need to be worked out between the county and the Lake District. Two people in the boat is better for boat stops.
They will bring back the point system to the next meeting from the Union rep. Commissioners thanked Sgt. Hoffman & Deputy Dins for coming. Six deputies available to assist in the patrol. Tribal Conservation are also included in this deal.
Approval of Previous Meeting Minutes:
Motion by Gregg Malmstrom to approve the January 30, 2024 minutes. Second by Bob Clark. No discussion. Motion carried.

Cash Balance Report:
Tom Moutvic went over the cash balances & checking account.
Approval of Disbursements:
Tom Moutvic went over the disbursements. Robert E. Lee, dam, repairs up to date payment of $2014.61. $146,523.09 tax levy monies came from the County. The money market account was hacked, we had to freeze the account, and reopened a new account. The credit union made good with the money and the Lake District is now whole. The Lake District had to cover new checks for the new account with the Credit Union. Bob Clark made a motion to approve the report & disbursements. Kristen Allen seconded. Motion carried.
Chairman’s Report:
Tom Ittner wanted to remind everyone about the Lakes Convention dates are April 10 -12th, 2024. It’s the 50th Anniversary for this Convention.
Jeremy, Tom I., and Steve S. are a yes – rooms reserved. Kristen will be doing the online program.
Lake Manager:
Steve Schuh reported the new buoys came in. Discussion on cutter motors, received permission to buy one of each.
Dam Inspector:
Tom Ittner said that he talked to Lisa Wilson, everything is good at both dams. Water is starting to rise. Discussion on how to measure the water level. More discussion on Sharing water levels with the District community. More research needs to be completed.
Lake Maintenance:

Responsible Boating Committee:
Kristin Allen no report this month.
Communications:
The District is working great with the POA right now on the development of the new website. Discussion on a new logo. Meeting twice a month.
Sanitary:
No report this time of year
Law Enforcement:
Denise & Gregg nothing to add.
Fish:
No update on the fish report.
Legal:

Auxiliary Approved Meeting Reports:
Tom Ittner signed the TIP – MOU with that organization.
Personnel:
Tom Moutvic nothing new, postings went up for hiring additional people for the summer.
Old Business:
2024 Lake Management Plan:
Tom Ittner sent everyone the draft plan. The new updated version. Was approved by the DNR on February 20, 2024.
Dam 3 Repairs:
Tom did reach out to Aaron of Robert E. Lee Assoc. and Ryan of the DNR for a conference call on March 5th, Bob Clark will also attend. There was discussion about the water level and how to deal with the pipe
Boat Patrol Enforcement:
moved up in the agenda
New Business:
Kristen and Karen Dillenburg will be meeting to discuss the Lake Faire this year.
The Board discussed and set the next meeting on Tuesday, March 26, 2024, at 9:00 am.
