BOARD OF COMMISSIONERS MEETING
LEGEND LAKE PROTECTION AND REHABILITATION DISTRICT
LEGEND LAKE LODGE-KESHENA, WISCONSIN
August 27, 2024
Commissioner Tom Ittner called the meeting to order 9am.
Commissioners Present:
Tom Ittner via zoom, Tom Moutvic, Robert Clark, Denise Gilane, Kristin Allen, Gregg Malmstrom, Jeremy Johnson
Visitors:
Steve Schuh- Lake Manager and Karen Bowman-Dillenburg
Approval of the Agenda:
Tom Ittner made a motion to add number three on the agenda to be the election of officers for the upcoming year. This was supposed to happen after the annual meeting, but there were two commissioners absent from that meeting. Second by Gregg Malmstrom. Motion carried.
Election of Officers:
Tom Ittner nominated Jeremy Johnson as the Chairperson. Jeremy said he did not have time to do that. Robert Clark nominated Tom Ittner as Chairperson. Gregg Malmstrom seconded. Tom Ittner said that this would be his last year as chairperson. Motion carried.
Tom Ittner nominated Jeremy Johnson as Vice Chairperson. Gregg Malmstrom seconded. Motion carried.
Jeremy Johnson nominated Tom Moutvic as Treasurer. Kristin Allen seconded. Motion carried.
Tom Ittner nominated Kristin Allen as Secretary. Kristin said that this will be the last year she will be secretary. Robert Clark seconded. Motion carried.
Public Input:
Karen Bowman-Dillenburg said the Lake Fair went well. She is going to send Tom Ittner the people and businesses that were involved with the Lake Fair. She discussed ways to improve next years event. Next year they will get the Board members involved more with delegated tasks. Kristin Allen has the rapture rehab center interested in next year. The Board discussed the event and things for next year.
Approval of Previous Meeting Minutes:
Motion by Jeremy Johnson to approve the July 16, 2024, meeting minutes Second by Tom Moutvic. Motion carried.
Correspondence:
No Correspondence.
Cash Balance Report:
Tom Moutvic went over the cash balances & checking disbursement report. Tom Ittner said they received the last assessment check of $31, 821.49 from the County for the 2023 tax year.
Approval of Disbursements:
Tom Moutvic went over the disbursements. Robert Clark made a motion to approve the report & disbursements. Kristin Allen seconded. Motion carried.
Chairman’s Report:
The questionnaire survey was sent out to the Board and only Robert Clark responded so far. Tom Ittner asked the rest of the Board to look at it and get back to him and Jeremy. Tom and Jeremy will be working with Onterra to finalize the survey to be sent out to all the Lake Members.
Lake Manager:
Steve Schuh said they are halfway through the third harvesting of the lake. They are getting ready to clean up the dam for the winter. The thickest patch of aquatic plants is between Pestigo and Spring Lake, and North Star beach clubs.
Dam Inspector:
Tom Ittner said he talked with Lisa, and she said there was no problems at either Dams. If she would see anything, she would contact Steve Schuh or myself.
Lake Maintenance:
Jeremy Johnson said he is working on shoreline habitat survey to get the data to Onterra. Shallow areas have Eurasian Water Milfoil.
Adopt-A-Shore:
Tom Moutvic said he went out with three kids and collected one bag of litter versus the two he collected last year. He is planning on going out again after Labor Day.
Responsible Boating Committee:
Kristin Allen said only one person got their quiz correct out of a lot of people. They are still working on educating people. Tom Ittner said that Stan Wilson and Thomas Strebel are working on the clothing issue in the office. Kristin said she reached out to have a meeting with Steve Kastning and Stan Wilson and that has not happened. Tom Ittner explained the plan that is being worked on with the clothing.
Communications:
Tom Ittner said that they need to sit down with the Association and get an update on the Website development. Alice from the Responsible Boating Committee, who has experience with website development, is going to contact Randy Roesner and explain the Responsible Boating Committee/LLPRD part of the website.
Sanitary:
Jeremy Johnson said he has about 10 that have not complied with their sanitary notices. Legend Lake only has a couple of lots that haven’t complied.
Law Enforcement:
Tom Ittner said that Deputy Dins gave a great update on boat patrol at the Annual Meeting. She did a wonderful job.
Fish:
Tom Ittner said they received the musky permit. They will be stocked in late September or October. Kristin Allen asked to get that out on Face Book. They are going to stock 200 musky and 4000 to 5000 Walleye’s.
Legal:

Auxiliary Approved Meeting Reports:
Jeremy Johnson allocated the final cost share dollars for shoreline stabilization for the year at the last meeting. It was on Moshawquit Lake.

Old Business:
2024 Lake Management Plan:
Jeremy believes Onterra is out there now doing their survey’s, because there was a complaint about someone off their shoreline with a tablet. Tom Ittner said that it could also be someone from the Tribe. Jeremy and Alex Finished their habitat surveys last week, so they can get the data to Onterra. There was a discussion about were the data goes.
Lake Fair:
No Report.
New Business:
Tom Ittner questioned Jeremy Johnson where they are on the horseshoe project. Tom said he saw many Birch trees down around Horseshoe Island. Gregg Malmstrom said it was beaver cuttings. Jeremy said that nothing has been done yet on the project.
Gregg Malmstrom asked if there were any notable things in the audit report. Tom Ittner said there was no issues. Each commissioner got their own copies. We do not comply with all the government gap reporting because we are on a modified cash basis. The auditor recommends that we continue to operate as we are. Gregg asked if the audit gets presented to the County or does it just stay in the Lake District. Tom Ittner said he does not know of any requirement that they have present it to the County. Tom Ittner said that the number of assessments jumped to 1830 last year. Tom Ittner said he found out that the County was not taxing the lots that people had split in half in the past.
